Does an allergy make your nose run, close up your throat and make you wheeze? If so, which one?

I also get sinus headaches and sound in my throat(like a wind). If it is not an allergy, any clue as to what it could be? Last year in September, they put me on puffers for a month and I really want to avoid those things if possible. Could my GERD(acid reflux) have anything to do with it?
